The freedom of the high seas is a fundamental principle of international law.

International law looks to individual states which are countries that have agreed to the international maritime conventions and competently apply the provisions of those conventions to vessels to ensure compliance with a framework of laws and conventions. These individual states are commonly called a “flag states” or “flags”.

Registration of a ship gives the vessels a nationality and provides that vessel with a “flag state” or “flag” responsible certifying the vessel and crew with the international recognized documents required to trade under international law.
